Polk CERT Deployments
Our team has two deployment authorizations under guidelines provided by our sponsoring agency.
Self-Deployment. This type of deployment is permissible when local communication systems have been compromised and/or there is an immediate need for action to protect life safety. While all CERT programs in Oregon are preparing for this type of response in the aftermath of a Cascadia Subduction Zone Earthquake, there are other circumstances that may also trigger this kind of response in our county. Severe winter storms that cause long term disruption of landline/cell phones, electrical outages, and blocked/inaccessible roadways in our rural areas may trigger local CERTs to begin house to house checks and roadway debris removal. CERTs can self-deploy to establish a safe boundary around downed power lines until help arrives, or be first on scene to a car accident to conduct triage and treat life-threatening injuries when EMS is delayed due to adverse conditions.
Agency Deployment. These deployments can either come with advanced planning or may be in response to emergent incidents. While our tasks and expected performance targets vary for each agency depending on their unique needs and challenges, any and all services would be provided across agencies if needed. Here is a sample of these, by agency.
Independence Police Department
- National Night Out Against Crime
- Western Days (safety patrol, traffic assist, park rule enforcement at admission gates)
- Coordinate Multi-Agency Halloween Safety Zones
- EOC Support (CERT Liaison, provide intuitive support to all IMT Staff)
- Targeted to directly support Logistics and Operations Sections, and Staging and Documentation Units, in the ICS system
- Amateur Radio Communications (City EOC)
- Amateur Communications (Mobile Command Unit)
- Flood Response (EOC Support, Coordinate Sandbag Stations, Documentation Unit, Information Distribution)
- Missing Persons Search (inside city limits)
- Crowd Control on Large Incident Scenes (ex: river drowning)
- Facilitate/Coordinate/Staff Agency Training Exercises as Requested
- Provide Air Support as needed (aerial photography, situational awareness reporting, provide rides for IC/OPS)
- CERT functions are incorporated into the City’s EOP
Monmouth Police Department
- WOU Commencement (ICS support, traffic, parking, public & EMS assist)
- National Night Out Against Crime
- Coordinate Multi-Agency Halloween Safety Zones
- Amateur Radio Communications (EOC)
- Amateur Communications (Mobile Command Unit)
- Facilitate/Coordinate/Staff Agency Training and Exercises as Requested
- Provide Air Support as needed (aerial photography, situational awareness reporting, provide rides for IC/OPS)
- CERT functions are incorporated into the City’s EOP
Dallas Police Department
- Summerfest (Traffic Control, ICS support, Communications Officer, Safety Officer)
- Winterfest (Pedestrian Safety/Crosswalks)
- Glow Run (Pedestrian Safety/Crosswalks)
- Targeted to support Planning Section and Documentation Unit in their ICS system
- Facilitate/Coordinate/Staff Agency Training and Exercises as Requested
- Provide Air Support as needed (Aerial photography, situational awareness reporting, provide rides for IC/OPS)
- CERT functions are incorporated into the City’s EOP
Polk County Fire District #1
- Facilitate/Coordinate/Staff District Training and Exercises as Requested
- Provide Personnel and Resources to the District’s Support and Services Division
- Amateur Radio Communications (Station 90 EOC)
- Amateur Radio Communications (Rural Stations 40 & 70)
- Mass Disaster Patient Triage and Establish Treatment Areas (Rural Stations 40 & 70)
- National Night Out Against Crime
- Coordinate Multi-Agency Halloween Safety Zones
- Support Annual Fire District Open House
